Meeting was called to order at 7:05 p.m.

 

Management Report

 

 Tree work to be performed by  RAR Landscaping, Swan Point's new contractor for trees, is scheduled for January when the company receives approval from the Grounds Committee for trees they have tagged for removal or pruning. 

 

A letter will be sent to Harbor Lane homeowners affected by the construction of the new retaining wall.inviting them to a meeting about the project on January 6.  Michael Klein will reserve a room at the Owen Brown Interfaith  Center for the meeting.  Wood chips from the trees scheduled for removal will be used along with sod at the new wall.

 

Some residents complained that McFall & Berry's final cleanup of the property was not thorough.  Chapel Valley, the new landscaping company for Swan Point, will do a sweep and clean of the property prior to Christmas.

 

The attorney for 7299 Swan Point Way sent the required paperwork that the management company requested  and wants the insurance funds the management company is holding released to pay the homeowner's contractors. When the management company receives the release form that has been requested from the homeowner, funds will be released.  SPRAC members will revisit the property to review and update the architectural violations in order to provide a second verification of architectural violations that still remain.   A motion was made by Ferd Lazarus and seconded by Gracie Bradford to invite the homeowner of 7299 Swan Point Way to a closed session on January 9 at 6 p.m.    The board voted unanimously to approve the motion.

 

The Board requested that a letter be delivered to all Swan Point residents about Howard County's policy on trash and recycling materials.  Residents will be reminded that they are not to place trash and recycling outside before 6 p.m. the night before a collection.

 

A letter was received from Swan Point resident Dan Beard requesting that the cross walk on Cradlerock across from the Giant be repainted. In response,  Kathy Bestany had called the county's public works department who said it was scheduled for review.  Michael Klein will send a letter on behalf of the assocation requesting that the cross walk be repainted.

 

Michael Klein will update the board on the status of collections for 7393 Swan Point Way and and 7343 Swan Point Way as previously requested.

 

Financial Report

 

Board officers signed a resolution authorizing the opening of an additional brokerage account from which checks may be written.

 

SPRAC Report

 

The management company will send a letter to the homeowner at 7231 Harbor Lane requesting the removal of the redwood stain on their deck. According to Swan Point guidelines, only clear sealant may be used on decks; stains are not permitted.   Deck will have to be power washed to eliminate the stain.  Homeowners will be given the deadline of May 15 to comply.  SPRAC will reinspect after that date. 

 

Discussion and decision about the privacy fence at 7447 was tabled until Chapel Valley reviews the erosion problem in the area.

 

SPRAC will look at the security cameras as 7429 Swan Point Way; an application needs to be filed.

 

Community Watch Program

 

Wendy Morone Chair of the Community Watch Program, presented a summary of the car break ins and damage to cars incurred by Swan Point homeowners since the end of July.  Sixteen to twenty incidents have occurred. Police reports on the county website do not match the number of incidents in Swan Point, which concerns the Board and the new Council representative. Suggestions were made to hire an off duty Howard County  Police Officer, which would require a special assessment.   Residents are urged to lock their cars, install alarms if they do not already have them, keep outside lights on at night, report all suspicious activity to the police and if cars are broken into, report the break ins to the police and get a report number to verify the information has been recorded. County police will be asked to increase their patrol of the area.  Because this rash of break ins may involve other communities in Owen Brown, a community-wide meeting will be held spearheaded by Jen Terrassa. Chair will continue to track breakins so that police have an accurate record of unlawful activity.

 

Grounds Committee

 

Mailbox project is proceeding. Post Office will supply the mailboxes and WP & M will install.  Grounds submitted a proposal to installl BGE poles and lights near each entryway of Swan Point to illuminate the property  signs.  Cost is $1760 for installation of poles and lights at both entrances.  Total cost to rent the 14-foot poles and Premier lamp (our current lamp style) each month is $65.98. Funds for the installation will come from the grounds budget.  A motion was made by Ferd Lazarus and seconded by Tom Alizio to approve the proposal for lighting the entrance ways.  Board members voted six in favor, one not in favor.

 

Residents Speakout

 

Resident of  Habor Lane requested a new handicapped sign, which will be provided by WP & M.

 

Management company will give the Board a price for replacing the street number signs on the property.
